S.H.I.B.A.

Senior Health Insurance Benefits Assistance

Free assistance to seniors and persons with disabilities.

SHIBA trained volunteers will:

Provide confidentiality
Provide assistance to Medicare beneficiaries with unbiased information regarding health insurance decisions.
Provide information about long term care insurance.
Help with claims, appeals, and complaints.

SHIBA trained volunteers offer:

Information: Have access to a range of information and materials.

Counseling: Provide one-on-one counseling at community-based sites or in homes to help beneficiaries:

  1. decide if they are eligible for benefits they are not receiving;
  2. compare insurance policies;
  3. file claims;
  4. make appeals and complaints.

Assistance: Make referrals to federal, state, and county offices (including Medicaid) and identify potential insurance violations. SHIBA is funded by the federal Health Care Financing Administration and some state funds. SHIBA is part of the Sate of Oregon Insurance Division's Consumer Protection Section which investigates complaints, provides advocacy services for considers, and provides useful information to help consumers.

I just returned from visiting my parents in Albany, Oregon. During the two weeks I was there I was able to switch my mother to a new health insurance policy that not only provides her with much better coverage but also saves my parents approximately $6,000/yr thanks to the help of SHIBA volunteer Karen Burrell. Karen met with us twice and provided us with much needed expertise. She was a delight to work with and helped me through a rather difficult process with charm and good humor.

The combination of Mr. Block's expertise as a retired OSU pharmacy professor, his own life experiences, and his SHIBA volunteer training resulted in excellent class sessions for "Medicare 101." I'm learning all this to help my aging mother and Mr. Block made what seemed impossible to understand both understandable and accessible! Thanks so much!
