   WHEREAS the Benton County Board of Commissioners passed a Resolution on February 27, 1980, professing its desire to cooperate with other units of government in the planning and delivery of human service programs in Benton County; and

          WHEREAS the Board, in such Resolution, directed that documents be prepared removing the Community Services Agency as a division of Benton County government, and, in cooperation with Linn and Lincoln Counties, approving a redesignation of that agency to be known as the Community Services Consortium as a separate unit of government responsible for d4ivery of human services in Benton County effective July 1, 1980; and

          WHEREAS the Board finds that hearings have been held to receive public testimony regarding the redesignation; and that the testimony indicates that the redesignation is appropriate; and

          WHEREAS the Board finds that necessary documents have been prepared and submitted to the Board;

          NOW THEREFORE IT IS HEREBY RESOLVED that Benton County reaffirms the designation of the Community Services Consortium as the Community Action Agency for Benton County, and the program agent for programs pursuant to the CETA Act, and directs staff to forward necessary documents to funding agencies so this change may be effective July 1, 1980; and

          IT IS FURTHER RESOLVED that the Charter of the Community Services Consortium is hereby approved, and that such Charter replaces the Charter of the Linn-Benton-Lincoln Manpower Consortium effective July 1, 1980; and

          IT IS FURTHER RESOLVED that similar Resolutions passed by Linn and Lincoln Counties in this matter be obtained by Benton County for filing with this Resolution; and

          IT IS FURTHER RESOLVED that Benton County does not accept responsibility and liability for the acts of the Community Services Consortium other than assured through the Community Services Consortium Charter; and from all Services

          IT IS FURTHER RESOLVED that Benton County be relieved from liability contracts and other legal obligation assumed by the Community Consortium subsequent to this date.
