About the Action Plan:

The Action Plan is an excellent tool and educational document for the public to understand where we are going with the ten-year plan, why the steps are needed, and why specific steps are our top priority.

 

We can take two approaches to the action plan. We can go big with our steps even though some of them may deem unachievable or we can take little action steps that we know will be achievable. We have to decide which route we want to take.

 

We need to do a kick off event to celebrate the publication of the ten-year plan and to let the public know what action steps we are planning on taking.  A suggestion was made to have it done in September so that we can get everything set up and rolling.

 

Changes to the Action Plan:

Change Responsible Person or Organization to Lead Person or Agency Responsible.  There needs to be further detail in the Action Steps. We need to identify target dates and the lead agencies for each action step.

 

There was interest in creating a new action step on prevention/intervention strategies.

 

We need to add a new action step dedicated to preservation of existing facilities such as mobile home parks or the conversion of apartments to condominiums.

 

For Action Step 3: we do not have control over the foster care, DHS does. We need to understand what policy is creating the problem. Some things to look at is their current structure and possibly adding more mentoring to their existing program.

 

Additional Input to the Action Steps:

Create a central location for agencies to do combined case management. Have one central location where representatives from each social service can do intake and combine the case management. This will ensure that people can go to one place to get the help they need. Right now, each organization is doing their own case management and intake.

 

Hold a job fair with job training opportunities to let people know what kind of jobs are out their in the community. This to provide more job awareness and what skills people might need job training on. We can look into on-the-job training opportunities in Lincoln County as well.

 

The Community College may have some job training in their development plans. This would be an excellent time to talk with them since they are currently developing and expanding their facilities.

 

Right now employers are having trouble keeping employees due to their employees failing their drug screenings.  Can we address that issue?

 

Create mix use blocks where there are businesses on the first floor and affordable housing apartments upstairs.

 

One Stop Resource Center:

We need to choose a site for a day service center in Newport to provide all of the services.  The One-Stop will be a great starting point for getting public support and will provide the public with a tangible outcome to the ten-year plan.

 

We need to be careful not to make too close of a link between the one stop and a homeless shelter in order to gain/keep public support.

 

The one stop will give them a place for congregate and have a “shower-first” model, giving people a place to clean up and do laundry.

 

Next Steps:

Bill Hall will write a second draft of the action plan. Please email Tom Hatley and Bill Hill with comments and additions/revisions of the action plan by Monday morning, April 2nd.   The action plan will be sent out to the steering committee for further revisement mid-month and then to stakeholders before the next meeting on April 26th.  We hope to post the entire draft 10-year plan on the after the meeting.

-Where in the plan do you as an organization feel passionate about and are interested in.

-What action steps you feel should be a priority.

-What action step(s) if any, you feel your organization should be the lead agency in for implementing that step.

-Any other comments, ideas, or steps that you feel we should add to the action plan.
