Steering Committee Meeting Minutes:

August 1 2006 1-3pm

Members Present:  Anne Swinehart, Bill Hall, Bridget Dix, Rick Brissette,

Onno Husing, Don Taylor, Gina Umble, Tom Hatley, Hannah Rosenau

 

Background information was covered on how and why committee is being formed:              

      National push to eliminate chronic homelessness with Interagency Council on Homelessness directed by Philip Mangano.

 

Lincoln County is pro-active in wanting to address housing issues, with the leadership of Bill Hall and CSC coordinating plan development (and others to come).  Portland has developed and is implementing a 10-Year Plan.  Lincoln County will serve as a role model for other rural counties in Oregon.

 

Major concerns of the committee members:

·        lack of affordable housing, where people who have stable jobs aren’t able to find homes they can afford

·        services drained, aren’t able to cope with the current homeless population

·        lack of current data surrounding this issue for Lincoln County specifically and need to gather available data

 

Important sectors to get information on:

The school population, with estimates around 7% homeless, is also getting smaller as more families cannot afford to stay.

The corrections/probation population with estimates of 36% not released to a fixed address

The hospital discharge planning unit, with estimates of 1 person per week with no residence to recover in.

 

Lincoln County doesn’t see close, large blocks of land within the city limits to build on. It will be helpful to begin to use land creatively and find new areas to develop with a complete inventory of land that is suitable for building in the county.  Some developers will build small amounts of low-income housing; a task is to find more who will build more in the county. At least three community forums will be held in Lincoln County.  They may be orientated by topics, such as police force, employment, direct services, etc. 

 

Handed out and discussed 10-step process for developing the county’s 10-year plan. Discussed roles and responsibilities of steering committee: to help plan and organize events, to review outcomes of meetings, and help determine agendas and future events.  Expect to meet monthly, between forums or stakeholder events.

 

Several possible stakeholder members were suggested for the CSC reps to contact.  The importance of having a wide range of community support and representation was noted.

 

Sept. 7 2006 will be the “kick-off” event for stakeholders and community members.  It will be held at the First Presbyterian Church, with guest speakers Philip Mangano, Bill Hall, and a power point presentation of 10-step plan modified for Lincoln County with relevant stats.

 

Tom Hatley and Hannah Rosenau will develop draft agenda for kick-off meeting and review it with Bill Hall and Don Taylor on Aug. 15 at 1:00.

 

The next steering committee meeting will be held Tuesday, Sept. 19 2006 in the First Presbyterian Church from 1-3pm.

 

A website is being developed for LBL Regional Housing which will include a page for the 10-year plan.  Agendas, meeting minutes, and relevant information will be posted.
